FDI played an important role in hard infrastructural development
China substantially more successful than India in building hard infrastructures

A priority for the government: Infrastructure spending: 20% of GDP
China’s highway system is 7 times India’s system
Annual spending on highways: 24 billion dollars (=2.5% of GDP)
India’s spending: 1.1 billion dollars
Electricity is a huge problem in India
Fiscal 2003: Electricity shortfall by 9%
Indian firms forced to operate own power generators
High costs: Electricity costs in manufacturing three times those in China
High rail transportation costs
